España iniciará el curso escolar con medidas más estrictas que los principales países europeos para prevenir los contagios

Los principales países europeos llegan al inicio de curso escolar centrados en garantizar la presencialidad, con protocolos de prevención de contagios menos estrictos y con menos población vacunada que España, tanto en general como en el ámbito educativo. A pesar de haberse flexibilizado respecto al curso pasado, la regulación que se aplicará en España, incluso en un escenario epidemiológico relativamente favorable (como el que había en mayo, con una incidencia baja), seguirá siendo más exigente que la de países de su entorno. En algunos de ellos no es obligatoria la mascarilla (como en Reino Unido —menos Escocia― y Países Bajos), la ventilación de las aulas solo es una recomendación (Italia), y no reducen el número de alumnos por clase respecto a un curso prepandemia, como es el caso de Alemania o, salvo en los escenarios más graves, Francia.

Las medidas aplicadas el curso pasado permitieron a España mantener los centros abiertos, mientras casi todos los países desarrollados (incluidos los cinco Estados europeos citados) se vieron obligados a cerrar total o parcialmente sus sistemas educativos. El objetivo común este año es mantener los centros abiertos y aspirar, además, a la completa presencialidad, si bien Francia ya ha tenido que decretar el cierre de todos los centros durante dos semanas en la Polinesia, donde ya han empezado las clases. La incertidumbre compartida en todo el continente es el impacto que puede tener en las aulas la variante delta, más infectiva.

Ninguno de los países europeos mencionados supera las tasas de España de vacunación de la población general (67,3% con pauta completa) ni de los adolescentes de 12 a 17 años (63,4% con al menos una dosis). Y por los datos disponibles (no existen datos oficiales homogéneos) tampoco parece que ninguno supere de momento la tasa de vacunación de personal escolar, si bien Italia obligará a los profesores a presentar un certificado covid si no quieren ser suspendidos de empleo y sueldo. Las autonomías españolas dan por completada la vacunación de docentes y demás empleados de los centros educativos. Solo concretan cuántos están efectivamente vacunados Cataluña (92%), Aragón (94%) y Extremadura (95%), pero sus niveles sirven para hacerse una idea general. Ninguna de las tres comunidades especifican, sin embargo, cuántos de los no inmunizados han rechazado la vacuna o no la han recibido por otras razones, como por ejemplo motivos de salud.

Alemania
Alemania está decidida a que este curso escolar sea presencial para prácticamente todos los alumnos. El pasado la pandemia destapó las carencias en la digitalización del sistema educativo y, aunque la mayoría de regiones se han puesto las pilas, todavía hay muchas escuelas que no cuentan con conexión rápida a internet. El curso ha empezado ya en algunos länder, como Berlín. Las mascarillas en clase son obligatorias en todos los niveles y, aunque no se mantienen las ventanas abiertas, las autoridades exigen que se ventile cada 20 minutos durante dos o tres. “Mientras haga calor, no habrá problema, pero se complicará cuando llegue el frío y la lluvia”, apunta Udo Beckmann, presidente de la Federación de Enseñanza y Formación (VBE). Los alumnos se someten a un test dos veces por semana.

Las clases son presenciales en primaria y secundaria y solo están previstas a distancia para estudiantes con problemas de salud o que tienen parientes vulnerables, señala Beckmann, y por supuesto en caso de que sea necesario poner en cuarentena a un grupo de estudiantes. En los cinco Estados donde ya ha empezado el curso —se escalona entre principios de agosto y mediados de septiembre— el porcentaje de clases ha alcanzado el 1,11%. La normativa no contempla una distancia mínima entre alumnos, ni las ratios de las clases se han reducido respecto a la etapa prepandemia. Lo que en los peores momentos del curso pasado se hizo en algunos casos fue dividir a los alumnos en dos o en tres grupos y alternar clases presenciales con a distancia.

“Hay una enorme disposición a la vacunación entre los profesores”, asegura Beckmann, que ofrece datos de un estado, Baja Sajonia, donde el 90% de los docentes se habían vacunado al menos una vez en junio. Las autoridades alemanas no obligan a inmunizarse a ningún colectivo profesional. La semana pasada el comité asesor sobre vacunas (STIKO, en sus siglas en alemán) recomendó por primera vez inmunizar a los menores de entre 12 y 17 años, algo que el Gobierno ya ofrecía desde junio sin esperar a la recomendación oficial de los científicos. Uno de cada cuatro ya cuentan con al menos una dosis.

Francia
La vuelta al cole para más de 12 millones de alumnos en Francia está fijada para el 2 de septiembre para los alumnos de maternal, primaria y secundaria (aunque en algunas regiones de ultramar ya han comenzado las clases). El objetivo es que “el mayor número de alumnos puedan acudir a clase todo el curso en presencial”, algo que se intentó cumplir el curso pasado, pero que se vio perturbado casi al final del año escolar ante el avance de la pandemia a finales de marzo, el Gobierno ordenó el cierre durante tres semanas de las escuelas, aunque se aprovechó para ello las vacaciones de abril, con lo que finalmente el impacto fue bajo.

Las medidas de prevención se han organizado en cuatro niveles, que podrán ser aplicados tanto a nivel departamental como nacional en función de la evolución de la pandemia. El curso comenzará directamente en el nivel 2, que permite que todas las clases sean presenciales pero que impone el uso de mascarilla desde la primaria. En los niveles 3 y 4, las clases en secundaria empezarán a ser híbridas, alternando presencial y a distancia (algo que, de forma “excepcional” también contempla la norma española), aunque en primaria se mantienen los cursos presenciales.

Los alumnos de secundaria vacunados (un 55% ha recibido la primera dosis) no tendrán que guardar cuarentena aunque se detecte un caso en su clase. La aireación de las clases es obligatoria de forma regular por periodos de “al menos cinco minutos”. El Gobierno no ha descartado hacer obligatoria la vacunación de los enseñantes, aunque de momento no ha dado el paso.

Italia
El Gobierno italiano aún no ha definido los detalles para la vuelta al cole, ya que hasta mediados de septiembre no comienza el curso escolar. Por el momento, lo que está confirmado es que los niños deberán llevar mascarilla siempre dentro del recinto de la escuela a partir de los seis años, salvo en Educación Física. Ninguna regla dicta que deban mantenerse las ventanas abiertas, pero el Gobierno lo recomienda.

Además de implantar una fórmula equivalente a la vacunación obligatoria de los docentes (según los datos preliminares de los sindicatos, está sin inmunizar solo cerca del 10% del personal escolar), el Ejecutivo ofrece descuentos en los test rápidos de detención de coronavirus para niños y menores. El 49% de los adolescentes de 12 a 19 años ha recibido la primera dosis.

Las clases presenciales en el país comenzaron a suspenderse el curso pasado en torno a noviembre, sobre todo para las etapas de secundaria y se fueron retomando en las diferentes regiones cuando la situación sanitaria lo permitía. Italia tiene un sistema de cuatro colores para establecer restricciones en función de los datos epidemiológicos que va del blanco, el de menor riesgo, al rojo, el de mayor. En las zonas amarillas y naranjas se decretó en abril y hasta el final de curso para las clases presenciales un máximo del 75% de afluencia. Para el próximo curso aún están por confirmar las normas de asistencia.

Reino Unido
Clases presenciales, aulas ventiladas y dos test rápidos de diagnóstico de covid-19 a la semana son medidas del protocolo de seguridad que se aplicarán en los colegios públicos del Reino Unido. Además, los profesores han de respetar una distancia social de un metro respecto de los alumnos y desaparece la división en burbujas. Los contactos estrechos únicamente guardarán cuarentena si dan positivo en la PCR. Solo Escocia, donde el curso comenzó a mediados de mes, mantiene la mascarilla obligatoria. No hay una pauta oficial sobre la apertura de ventanas, pero se requiere una revisión constante del nivel de CO₂ en las instalaciones académicas de todo el país. Además, se recomienda vacunarse a los profesores (en Escocia lo ha hecho el 85%). La campaña de vacunación de los menores de 16 y 17 años ha comenzado este mes.

Países Bajos
Todos los alumnos holandeses de primaria y secundaria regresarán a la escuela entre el 23 de agosto y 13 de septiembre. En primaria, los maestros deben mantener entre ellos y con los padres una distancia de 1,5 metros. Los niños están exentos y pueden relacionarse entre sí normalmente, y también con los profesores. El uso de mascarilla no es obligatorio en esta etapa. Si un niño tiene coronavirus, las autoridades sanitarias municipales decidirán si el grupo entero entra en cuarentena durante cinco días. Luego, los menores podrán hacerse un test, que tampoco puede imponerse. Si el resultado es negativo, se vuelve al colegio. Los que no se hagan la prueba estarán diez días en casa y podrán seguir las lecciones a distancia. Después de varios cierres semanales a lo largo de 2020, las escuelas reabrieron a tiempo completo el 8 de febrero de 2021. Los alumnos de secundaria no volvieron de forma completa hasta finales de mayo.

En secundaria, los profesores observarán la misma distancia de 1,5 metros durante el nuevo año académico. Los estudiantes harán otro tanto cuando se dirijan al equipo docente, pero no habrá separación entre el alumnado. La mascarilla no es obligatoria en el aula una vez que los alumnos están sentados en clase. Dos semanas después de haber completado la vacunación, no será preciso guardar cuarentena de haber estado en contacto con una persona contagiada. El 46% de los adolescentes de 12 a 17 años ha recibido ya la primera dosis de la vacuna, aunque los servicios municipales de Sanidad han mostrado su preocupación ante el volumen de adolescentes que no se vacunan por miedo a las agujas.
